Why does Civil Resilience Journal exist?

Many organisations working with us recognise the same necessity: a broader, faster emergency response saves lives. Physics sets a hard limit on how quickly rescue services or ambulances can reach a scene, a limit no amount of funding or technology alone can remove. That is when ordinary citizens can step in and make the difference between a minor incident and a fatal one.

Civil Resilience Journal exists to document that shift. Across volunteering, emergency response technology, and the research behind both, we follow the people, systems, and ideas closing the gap between when help is needed and when it arrives. From CPR-trained volunteers dispatched by smartphone to drones delivering defibrillators before an ambulance can, this is where civic engagement and technology meet, and where communities become part of the emergency response system itself.
